I apologize for not getting back to everyone right away, when I get back to work I will copy and paste the E-mail that was sent to our agency. It was explaining a Rapid Action Revision of AR 600-8-22.

I have no skin in the game but I am not seeing that. Looking at AR600-8-22 RAR 2013 para 9-26 and annex D there is only a proviso that the awarding document authorized it for wear vice honorary award (note 1). I saw that quote of the USC but did not see a effective date or a link to badges. That was in there I believe for ethics compliance. The remainder of the Ch 9 goes on to tell you how and when you can wear the badges...unless you are looking at something posted independently from Army G1. If that were the case, then people would have to remove the Kuwait liberation medal, all NATO medals, any UN medals (like the Sinai observers medal), and every set of foreign wings roaming around the Army.
