What do you think of San Francisco's "Pee Paint" policy?

So many 'people' in San Francisco are taking a whizz against buildings that a paint was developed to cause the urine to bounce off the wall and onto their shoes.

My question is why some people in San Fran think its okay to publicly pee on a wall in the first place.

If they'd have public bathrooms, they might not have to resort to this. I absolutely hate being in a city, and needing to find a place to take a leak.
