What does everyone think about the new MILPER message for RCP?

This is not a new tool, the same thing occurred in the mid-90s when we were downsizing during the Clinton administration, the RCPs were changed to utilize in putting out Soldiers that were moving up the ranks as fast as the higher HQs were wanting them too. I agree that if you are unable to progress due to no fault of your own that it should be used or applied, but you also have to look beyond as it can be abused by the system as well, they will make it co-habitative with the promotions boards and used to prevent some individuals being picked up and now they are going to fall into the category of hitting RCP before being able to make that next rank.
You have to look at both sides and all the uses and abuses of this tool as well, it is good but think of the latter too. Thanks for posting

That is a very good point that I have overlooked. I like that we now have an easily accessable medium to share our viewpoints and be able to hear how things are interpreted differently. It really gives us a chance to learn from those who have experience and gives us aspiring NCO's the ability to learn and become better leaders.
