What does " In calls for specialists are open to non-promotables only" mean?

On the in and out call spreadsheet there are certain MOS's with this stipulation. Any clarification?

If you have been to the board, as obtained a promotable status, you are not eligible to reclass to that MOS

There are certain caveats to this as in reclassing to packet MOSs, which should have a * next to the MOS code. Fire example, 17C, 35L. SPC (Join to see)

It means a specialist who has not been to a promotion board are eligible to reclass into that specific MOS
