What happens if the primary care provider recommends and approves a surgery , but the soldoer does not request approval from PEBLO and still gets surgery?

I had cancer surgery during my process. They just don’t put that in your med board packet. I have to have that added to my VA/social security disability claim later.

If his doc approved the surgery, and he informed his command and they were ok with it then why would there be a fear of an article 15? That makes no sense.
