What is MOBCOP, and how do you use it to go on a deployment?

I see people asking about deployments all the time and I'm wondering what MOBCOP is, how it works and if it's an effective tool to actually get picked up for a deployment.

Not really effective. I have come to realize a lot of the jobs posted they already have someone selected for it they just have to post it nowadays for ADOS tours.
