I was recently promoted 1 March 2014. I am reclassing with a report date of 16 May 2014, I am TDY in route. I plan to go on leave 24 April. I know that I do not have enough rating time (90 days) for an NCOER. School is 9 weeks long. What is the best way to address this situation as far as my NCOER is concerned? Any help and feedback is greatly appreciated.

Your annual NCOER will have non-rated codes indicating the reasons for the gaps in the rating period - S, Q, I.  Your rater should know this when arriving, make it easier on him/her by having your 1059 and leave form handy.

Too easy, and you shouldn't need an extended annual.  As long as your new rater has 90 days then everything will be gravy!  Also, make sure you are actively involved in your NCOER, the worst thing you could do is to leave it up to your rater without your input.  YOU control your career.  One last thing, request quarterly counselings.  Your rater will get wrapped up in his/her duties and the easiest thing to let slide are written counselings.

That 1059 form from schooling will be able to justify where you were during your annual time of concern of your first NCOER. You will be fine.

Yes I know about the coding to explain non rated time, I was just concerned about it being so long (6 months). I forgot about extended annuals.
