A) "Commander-in-Chief".
B) Not an actual MILITARY rank/pay grade, that individual is a Civilian.

Currently - but, not always is the CinC a civilian. Washington. Eisenhower. Kennedy. Teddy Roosevelt... many examples.
True, it's not a linear progression - but, "Secretary of <Army><Navy><Defense>" etc don't have to be of a military history. The *Position* is in your chain of command. The person holding the position is irrelevant. The job is an actual military position. The other tasks associated with it are collateral duties, even if they take more time.

Potus commander in chief is the top of every chain of command pretty basic stuff.
