Since everyone seems to be throwing their Alma Maters in the ring I'll do so as well. Ole Miss!! But to be completely honest, the best ROTC program will be the one/s with the best cadre that really take the time necessary to prepare cadets for leading soldiers one day. The cadre at Ole Miss when I was there (2004) did just that. They were ultimate professionals who took their jobs seriously and didn't see their cadre time as a "vacation" from the real military. As long as you find a program with good leaders like that, you'll be set.

I graduated in 92 from Ole Miss and received a commission as a Infantry 2LT with 1st ID. Our PMS was LTC Walter Miller and I completely agree with your comment on the professionalism of the entire staff. We won Best Ranger once while I was there and were always in the top 3 of competitors for Cadet Command.

LTC (Join to see) Hotty Toddy sir! I graduated in 2004. LTC Blackburn was our PMS at the time. I have a nephew going through ROTC there now. I'd love to get back there someday.

Hotty Toddy indeed. Are you in 155 BCT? I went to school with Jeff Van. I think he is a BG now.

LTC (Join to see) COL Robert Ferguson is now the commander of the 155th. I am not with the 155th currently. I had a 10 year break in service from AD with the 101st as an Infantry Officer and just joined the Guard last fall. I'm currently at JFH in Jackson but will hopefully be moving soon. I've talked to people with the 155th as well as the 112th MP BN and others. Contemplating now which route to take.
I was fortunate enough to tour a couple campuses and meet the cadre prior to making my decision. The "best" varies by what you are looking for. Do you want a pedigree and a large alumni network? Then I'd go with a Senior Military College like Texas A&M, VT, VMI, etc. I chose Texas State because they had the degree plan I was looking for, the ROTC department was excellent without taking itself too seriously, and I was single and 70% of the student body was female.

haha i remember when it use to be southwest texas state but they changed the name because they were known as a "party school". My brother graduated from there so I partied there a lot when I was in high school.

70%??? Hnmmmm..
It changes over the years. High speed cadets commission, good cadre PCS, new leadership assumes command, etc. Generally though, larger schools in my experience tend to be better. The BNs that place well in Ranger Challenge/Army Ten Miller, receive Airborne/Air Assault slots are on the better end. Also having a lot of MS4s receive active duty and combat arms is a indication of a good BN.
