Start taking college course after hours. Make a track record to back up your desire for commissioning. The Army will be looking at a record of learning ability.

SGT (Join to see) , also separate yourself from your peer group (others looking to get commissioned) in a positive way. Find those things that you can do that they are not and do them. Volunteering, Army correspondence courses, etc.

You need to work on the degree thing. It's a typical first filter requirement. If your degree is a BA History, that works, but is limiting otherwise. Tickets in the sciences, computers, engineering, etc. become paid for springboards later on for O-3s seeking graduate programs. I'm not aware of waivers, but don't expect them to be around in a downsizing environment. They are looking for ways to say "no" to most things people want to do.
BTW there are various degree programs you can work on while AD. SIU is a common one.

An option that my be available for you is west point they have a few enlisted slots every year. There are a lot of rules for that but you may be young enough for it.
