What is the best way to motivate National Guard Troops to train on Mission Essential Tasks in their off time?

You must instill the premise of Duty, Honor, Country-if that does not work the reality of dying in Battle should do the trick. I promise you that when a unit hits the fight many, even active duty pray that their holding stands up!

For me as a Platoon Leader, I would implement a battle buddy system where they are paired together, that way they could check up / spot / police up on one another without micro-managing.

Do you really want your troops to train without any measurement of proficiency on each step within the Individual Task?

The only timelines for training we get are during our drill dates and annual training, in which we are always tracking proficiency. The root of the problem lies in the fact most of our time is spent trying to validate vs. actual training time, since we are limited on that with PPT Presentations, UA's, inspections, gear check out/turn in... All of which take hours out of our day that would be better spent training on MET's.

Unfortunately, we currently run a tight schedule from 0600-2100 and are pretty well filled up. Additional training days are out of the budget for NGB, seems like the best option is having soldiers take some time on their own to train up on certain tasking. The Engineer Field Data book is a tough read in a group, let alone on your own. Thus brings the question of motivation to do so in time off.
