What is the contact for a Career Counselor in California SF Bay Area?

OK, I've dug pretty deep with dead end phone numbers and full mail boxes. I'm trying to transfer from one TPU slot to another TPU slot. I have in hand a signed (via CAC) gaining/losing commander, and myself on the 4651.
What I need apparently for the IPPSA process is a face to face signed counseling 4856 (basically to tell me in writing to make sure my GPC balance is zero, and I will continue to drill with my current unit until orders are published transferring me, and it's on my shoulders I communicate any changes to all parties involved) conducted by an Army Reserve Career Counselor.
Where are these people? How are they reachable? Why are all the contact numbers for the 63rd Readiness Division dead ends? Why are the retention and counselor numbers dead ends as well?

Contact the Army Reserve Careers Group's 11th Battalion's operations cell* (the 11th covers the states of California and Nevada) and ask they put you in contact with your local ARCC.

That was one of the first round of numbers I called
No answer. Left a message. Have not tried e-mail yet. It's stressed upon to me that the counseling is face to face.
It just shouldn't be this hard.
Funny, the wave is coming.
Between IPPSA (all soldier HR actions are self initiated now), the new QTC/LHI system (still haven't heard back about appointments for my medical readiness) and starting 1-JUN all e-mail for the USAR will need to go through a new secured service, it's going to make for an interesting summer for all readiness numbers for the overwhelming population of Jr enlisted soldiers that are not self driven to push through a system that is absent of customer service and problem resolution.

COL Randall C. - Sir, I do military funeral details (best kept secret in the Reserves, pay and points will ALWAYS BE THERE IT IS FEDERAL LAW), but I have to push through IPPSA to get paid for each one. Which requires a 1380, then the mission sheet, then the AAR sheet of mission completion, then the regulation page showing it's a valid pay action, then the memo authorized signing authority (for the CASOPS NCO that signed my 1380). THEN!!!!!!!!!!!!!!!!! All those pages have to be in ONE file attachment, HOWEVER!!!!!!!!!!!!!!!!! The file size is limited to 2 megs.
OK, I finally have a routine down I can jump through all those hoops, but because of the single file limitations of my S1 I now have to submit an individual IPPSA action for each one (without that single file limitation I could submit a batch of them as one IPPSA on a single 1380 covering multiple days).
Anyway, I get one kicked back because they mistake it as a duplicate because I'm now submitting 3 or 4 individual IPPSA 1380s at a time (verses one IPPSA for a 1380 with multiple days). Then I had to play that game to get that fixed.
