What is the criteria for courses to be added to ORB?

Mainly, are there courses on the EBDL I can add to the ORB. Is it based on "hours" the course is?
For example: SENIOR TRANSPORTATION OFFICER QUALIFICATION COURSE - 80 hours should serve me well in QM/LG.

There's an excel doc with a list of all courses eligible to be placed on the SRB. There's about 5000 courses. The rule of thumb is that if the course has both a DL and resident version, only the resident version is eligible to place on there
