It's the 8th army patch. I know cause I wore it in the Honor Guard in Korea.

Reagan's patch is 8th Army. He may have come under that command during WW2. The soldier to his left is 2nd Inf Div.

I believe that is Eighth Army, S. Korea; Makes sense, since that was the major command in that location.
