It wasn't uncommon when dignitary were visiting to give them a field jacket to wear while they were visiting to also keep as a gift. This looks like it was maybe a flight jacket maybe from the helicopter unit flying him around, Yes this is the 8th Army patch.
I think that's an 8th Army patch..looking at on my phone, hard to tell without making it bigger and phone won't let me zoom in on it.
