It's the 4th Army patch. My 1SG wore it in 1980 to 1985 in the MA ARMY National Guard, he served with them in Korea in the 50's.
My God it is so nice to see an American President greet our troops with genuine warmth instead of arrogant disdain. Yes Mr President, "all this over a flag". But don't worry, since the first year of your administration, nobody expects you to understand this.
This "Fine looking Officer" is the CIC and President of the United States of America, the beloved Ronald Wilson Reagan who was branched cavalry and served with an AAC film crew. As a VIP he got Officer status and was treated accordingly.
