What is the proper miniature medal and badge placement on Army Blue Mess Uniform?

1. When placing miniature medals on the Army Blue Mess Uniform, are they aligned perpendicular to the floor (like the RDI on the opposite lapel)?
2. If badges are worn, is the highest precedence placed 1/2 below the notch and subsequent badges and medals are placed in relation to the top most badge?

Figure would leave one to infer the vertical axis perpendicular to the floor. See Figure 20-7, DA Pam 670-1, so, yes.
1/2" below notch for miniature badges or medals, immediately above medals, OR 1/4" above subsequent row(s) of badges/tabs. Medals immediately below badges/tabs.
Can't answer specifically without the number of badges/tabs.
(1) Male personnel. On the Army blue and white mess uniform jacket, males wear miniature medals centered on the left lapel, approximately 1/2 inch below the notch, not to extend beyond the edge of the lapel (see fig 20–7).
20-16 c, c. Wear of nonsubdued dress miniature badges and miniature metal tab replicas.
(1) Dress miniature combat and special skill badges and miniature metal tab replicas are worn on all mess and evening mess uniforms. Personnel may wear up to five combat and special skill badges or miniature metal tab replicas (or a combination). However, personnel may only wear one combat or special skill badge from either group 1 or group 2. When one badge/tab is worn, it is centered immediately above the miniature medals. When two badges/tabs are worn, they are placed side by side and centered immediately above the miniature medals. When three badges/tabs are worn, two are placed side
by side and centered immediately above the medals, and the third is centered 1/4 inch above the lower two badges/tabs.
When four badges/tabs are worn, they are placed in stacks of two, with the third and fourth badges/tabs centered side by side 1/4 inch above the lower two badges/tabs. When five badges/tabs are worn, the fifth will be worn centered 1/4 inch
above the third and fourth badges/tabs. Badges/tabs are worn in order of group precedence from top to bottom and the
wearer’s right to left; badges will not extend beyond the lapel (see figs 20–62).

You stated that 1/2” below for “badges or medals”....but I can’t find that in the da pam. What I read was, medals 1/2” below notch and in another paragraph...badges immediately above medals. I have four badges. I’ve searched google and found pictures of SGMs and FGO/GOs with all different types of set ups. I have four badges and just want to show up to the ball squared away.

Yeah I did that. And obviously you haven’t read DA PAM 670-1 or else you would know how vague it is when addressing the blue mess uniform and referencing thr AR and not the DA Pam.

SPC (Join to see) AR 670-1 was never vague to me. For the most part, if you can read and comprehend the English language at a third grade level, AR 670-1 shouldn’t be a problem.
