What is the proper procedure when a subhand receipt holder turns in their equipment. Do I give them back the 2062 or keep it for my records?

You give it back. Acknowledging receipt of equipment and closing the loop of temporary ownership.

And if I were you, I would keep a photocopy of the receipt. Put a line through the whole document, write cleared, and date it. That way you have a record if needed in the future.

In Command Supply Discipline, the DA Form 2062 is the Primary Hand Receipt holder's (PHRH) "receipt" that you issued that equipment to the sub-hand receipt holder (SHRH).
DA PAM 710-2-1 suggests that you issue a DA Form 3161 when changing the SHRH. Which is implied when one SHRH "turns-in" equipment. Someone new has to be invariably responsible for the equipment that now does not have a HRH.
Because the PHRH has a copy of the original 2062 for their records, giving your copy back does nothing, the DA 3161 is the soldier's proof that they turned the item in and forces you to execute the change document with the HRH.

Seem to remember giving them the hand receipt upon return of all equipment.
