What is the timeline for the National Guard to provide a DD-214? It’s been almost 3 months. Do I need legal help?

The National Guard does not issue DD 214s upon discharge from the National Guard. What is issued is an NGB-22

I was active NG. I got separation orders say I will get a DD-214 with honorable discharge

SSG (Join to see), you should have received a DD214/NGB22 at your separation appointment. Did you not do one?
Regardless, have you checked your iPERMS record to see if you have one created already? They may have been lax about sending you a paper copy, but an electronic copy of either should have been created and uploaded.
If either of those documents is not in your AMHRR, then you need to contact the personnel center where you out-processed and talk to leadership.
Legal isn't going to help you as there isn't some legal requirement regarding timeline about the administrative paperwork. You're entitled to a DD214, but there's no law being broken if one was not provided to you.

Where did you separate from? Were you on ADOS-AC order at an active duty organization/base?

This sounds like something to take up with the Oregon Department of Military Affairs than.
Looking at the website, I would contact either the Deputy's office or the AG's office.
I would send an email and concisely lay out your issue (I separated three months ago ... wasn't given a DD214 ... was told they are backlogged) as well as the impacts to you (cannot file for VA benefits, am not able to get veteran's preference on federal jobs, etc.)
List the steps you have tried to take to remedy the situation and ask for their assistance. Finally, request that they send a reply back telling you how long you should wait before following up and who you should follow-up with.
If they don't respond, give it a few days and then follow-up with a phone call so you can establish a good POC and see who is (if anyone) is working the issue.

From what I've heard from other people, state AGR is about 3 months in most states for a 214. Legal won't change the fact that your 214 is in a que with everyone else's 214s waiting to be processed. JAG can't make your component hire more civilians.
While you may feel that they shouldn't be able to release you without a 214, your feelings are not laws - which do actually cover financial aspects of activations.
You can still apply for federal jobs without your most current 214, there is time in the hiring process to work that out.
You certainly deserve your 214 to be able to claim your 180 days of unemployment. However, you can probably find an acceptable alternate source of proof of employment like LES or MMP to start your Unemployment Insurance benefits until your 214 is processed.
As for VA disability, that's a whole separate issue. You don't need a 214 so much as a limiting disability.
So, have you tried to apply for a GS job, disability, or unemployment? Have you been turned away solely because of your 214 and did you ask what other way you could provide proof of eligibility until your 214 arrives?

Yes they do required a dd-214 for va disability. And federal jobs have windows where jobs are open and if you don’t provide the proper documentation you won’t get hired.

Oh and the VA requires add-214 also. If one hasn’t been produced they have no way to see you have been discharged and the disposition of the discharge. So don’t answer stuff when you have no idea what you are talking about
