What is your opinion on a unit requiring a soldier to be an E-6 or above to receive an ARCOM?

I've seen politics and bias' come into play when it comes to awarding soldiers, but today is the first time I've been told that a unit actually does not allow it's soldiers to receive an ARCOM if they are not a SSG or higher. I can't really say more than this, but I just wanted to see what you guys thought about this from a professional stand point.

Silly. Awards are not used to recognize people (regardless of rank). They are used to recognize acts of valor, and outstandingly meritorious achievement or service.

Personally, I think using rank as a basis for awards is bunk. Professionally, I think using rank as a basis for awards is bunk. With the exception of certain and specific medals, the regulations dictate that rank is NOT to be used as a factor in consideration.

Can you point me in the direction of those certain and specific medals that have a rank requirement?

CW2 (Join to see) - Defense Distinguished Service Medal and countless foreign service badges. But, on the flip side of that coin, there are certain awards that Enlisted get that Officers do not. The Good Conduct Medal, for instance. This one kind of puzzles me because people say that Officers should always be conducting themselves with honor and integrity....but apparently us Enlisted have to prove our good conduct. But, if you look at the Army Reserve Component Achievement Medal (The Reserve equivalent of the GCM), Officers are authorized to receive this. Another strange thing is that General Officers are not authorized to receive the ARCOM nor AAM. All of this information can be found in AR 600-8-22

When I was at the 82nd the guideline was that an MSM was awarded for impact at the Division or higher level, and ARCOM for impact at the Brigade or higher level. That made a lot of sense to me because it eliminated the whole rank thing.

By your logic, you just impacted the Army and deserve the Legion of Merit.
Impact, meaning to have a strong effect, maintaining the status quo is not having a strong effect.
