What Military Intelligence Commands are in the DC area that a Lieutenant could work in?

If he's looking to change over to the Army Reserves, he should consider joining the Military Intelligence Readiness Command, which is a 1-star level division with over 7000 Soldiers across 26 different states.
Have him send me a message, I should be able to get him in touch with someone.

The MD and VA NG both have MI units with great missions. The DCARNG also have MI opportunities, but they are focused more on strategic missions (and therefore most of the billets are field-grade).

Sir, I honestly don't know for the NG. But for the Army Reserve, the following units are located in the NCR:
203D MI BN (TECHINT)- APG, MD
323D MI BN (TSB to 66th TIB)-Ft. Meade, MD
Various Strategic Intelligence Groups (SIGs) that support DIA.
Various Military Intelligence Groups (MIGs) that support NGIC.
