What NCO's have been deep diving the new NCOER? And if so what are your thoughts and or questions?

SSG (Join to see) Back in 2011, the SMA asked all of the Sergeants Major to critique it. I didn't like the fact that they are trying to make our rating system more like the Os and said so. We are not Os and we have different lanes. There needs to be a fix. The easiest fix would be for Raters and Senior Raters to just be honest on their bullets and what they check (excellence, success, needs improvement and the 1-5) Everyone can't be 1/1 and a 2 block shouldn't make it so you won't be selected for promotion. After all a 2 block is still successful! One good thing is that the Senior Rater cannot say everyone is the best NCO that they have. That was about the only thing on the new one that I said I liked. I always gave what my NCOs deserved and had to explain myself numerous times when my 1SG and CSM would call me in and say that my bullet comments, both Rater and Senior Rater, hurt that NCOs promotion chances. My reply was always that they got what they earned. It shouldn't be a popularity contest but an HONEST assessment what of what the NCO accomplished or didn't accomplish during the rating period.

SGM I do agree with you however theNCOER has become so inflated due to there being no constraint on the top block. In the side of the house that I work on and being the S1 I see 90% of 1/1's. Now how is the board going to identify who is truly the most qualified. If there were honest assessments they would be able to but we have to be honest with ourselves and know that it can be a buddy system at times. Thanks for the input SGM

My feelings are relief that I don't have to worry about the problems. I am retiring in the spring.

1SG Jeffrey Bergeron I'm also "tapping out" in the spring also, but I can't let it go without making sure my guys are as best up to speed as possible. I'm sure your doing the same.

This was not to disregard the importance of being a student of the new NCOER. I have seat through the four classes about the new NCOER and I have told the NCOs that this will affect to become a student and understand all the components. Another concern would be is how the areas that are rated, Intellect, presence, and espeically the last one results. What will these bullets look like.
