What paperwork do I need to prepare to get my unit to pay for CrossFit level 1 certification?

My commander challenged me to compile a packet to submit so that a few of our soldiers in the unit can get level 1 certification in CrossFit and to start a CrossFit team within my unit

Talk to your S4, they are in charge of approving all the unit spending, if the commander approves it. If the commander is on board with it, shouldn't be a problem.

You might-MIGHT-be able to purchase the training through a Government Purchase Card. There are a lot of limitations and caveats that comes with that though. You'd need a legal review for sure to start. Otherwise the cost and participation would have to be voluntary unless you got a sponsor (regimental association, vendors, etc.), and that is a whole other process.
Why doesn't the CDR just send folks to an MFT course and build a program from there?

That is going to be one of the requirements of the soldiers who want the training.
