What regulation covers purchasing things from a sercivemember that is running a busniess?

I am running an individual business of my own making gifts, pictures, memorial boxes, etc. I was approached today by a senior NCO and was asked if I was a licensed company. When I told him that I wasn't and it isn't required by law. He said that i could not sell things to other service members because it went against regulation but he never said what one. I am trying to find this regulation so that I can research what he was talking about. Does anyone know where to find so said regulation or any information on this subject.

<p>I would recommend checking with your local PAO office or contracting office or concessioner office, any one of them should either have the regulation readily handy or give you the nomenclature for you to look it up online.</p><p><br></p><p>I do recall that you do have to be licensed on an installation to sell to SMs, not sure if that applies off-post or not though.</p>
