Being Military and married to a CSM, I chose to wear civilian attire. This is so not appropriate. Sorry to say it is not even age appropriate for her. She is not 25 any more, let it go lady.

Well it goes to show that you have to be specific in the directions/rules of decorum at functions because you get this type of issue. Not the right time and place to wear but at the yellow ribbon ceremony for my unit at check in we kinda had some of the same issue and we had to set them straight

I would say that modesty should rule the event, and how you act (dance pictures) while there should be proper for the event.
