This is clearly an inappropriate dress for this event. I completely agree with SGM both would've been told to leave immediately.

Denied entry. Not appropriate. Sure, she's a civilian however there is a time and place. Respect, etiquette, and tradition is what you should see at a formal ball.

That dress in the picture and the dance would be better behind closed doors. I'm not a prude. I'm all for a good time. But I don't need an audience. Respect for my husband and myself come first. It takes all kinds of people to make the world go round.

It really does not require a specific act of genius but I have seen some spouses wearing pretty racy stuff. I didn't like it then, and still don't. The vast majority during my two commands were proper, and tasteful. During my last, my Brigade HQ was in Las Vegas, and I saw stuff there that made ME blush. I didn't have to ask anyone anything. It was understood. I always applied the Mom rule.
