What's a tasteful military ball gown?

I have seen a lot of things at Military balls, but not that. Having attended balls for some of our European Allies back in the early 1990's. I saw some interesting attire, but what is acceptable at a German Army Ball and an American Ball are not quite the same. Part of me looks at this and says does this person have an issue, one of those its all about me? What other things does she do in public? Captain Clueless does not seem to pick up on the fact that his significant other is showing a wee too much, or maybe it is me. I don't know.

Because this is the first thing I think of when I think of class and character.

I don't know what's worse - her dress or the fake tan she is wearing. An appropriate ball how. Should not show an excessive amount of cleavage or be more than 3 inches above the knee. It also should not show the mid driff.

I have never been to a military ball, nor have I been invited to one. But that gal's dress is not appropriate.

I am trying to find what is wrong here. Can someone explain it to me in terms that can be applied to any dress choice. By this I mean an absolute standard?
