Can someone with a BA in a non science field, but with a MS in Data Analytics qualify for that position?

They actually eliminated the purely #AnalyticalScientistAFSC/Field 61S unfortunately, however a similar one may still exist and the #SPO @WrightPattAFB OH is a popular spot, but you could be Stationed almost anywhere
