What's one thing about the military that makes no sense?

There used to be a hit song on the radio in the mid-90's called "Things That Make You Go 'Hmmm...'" What is one thing about the military that truly puzzles you? That makes no sense? Now, have you an idea or suggestion that might correct it or at least cause it to make more sense?

Why does the Army National Guard have a chair at the table of the Joint Chief of Staff, but doesn't have an authorized annual budget it manages? It has no say, the Regular Army determines the scraps it gets annually.

PT belts everywhere!
I can understand the need to wear a PT if it's dark out and none of your clothing has any reflective surfaces, but seriously why do we have to wear the thing broad daylight while running on a 1/4 mile track? It has gotten so bad that my unit is now required to wear the belt while running off post on a running path that is at least 6-10 feet away from the road at all times. Honestly if the head lights on vehicles aren't enough odds are a little strip of reflective plastic isn't going to help.
