What type of counseling would you give an NCO for failing to observe a soldier correctly during a company urinalysis?

Event oriented for Art 92 violation.

Since there was actual skullduggery going on, I'd say the entire UA was compromised. The counseling would be the least of that NCO's worries.

Where they properly trained? If not, then training should take place. If so, Article 92 works.
