My biggest pet peeve was the 15 prior to 15 prior. I was okay with 15 prior but don't waste time and make us be 30 prior because I'm naturually going to be early anyways. That and people being late. That still bothers me to this day in the civilian world.

15 minutes is more than enough time to determine accountability and make calls. I agree with the OP. There is no need for every sub-element to stack on additional 15 minutes. That is why the original 15-minute gathering is there in the first place.

If I have a soldier that is continuously pushing the 15 minute-to-"fall in" time block, then I would have a talk about how close he or she is pushing it, and why that can be a bad thing. That soldier would probably find himself doing 15 minutes prior to 15 minutes prior with me until the lesson was learned. (He might even find himself 15 minutes after the 15 minutes after as well; I have nothing better to do on my drill weekends when I am lodged away from home)
