What would be the potential gains (losses) on an infrastructure bill soon?

Numbers of what? I am not understanding what you are asking.
There are too many variables to provide any useful feedback. Additionally any large construction project has to go through the process of planning, design, build, commissioning and maintenance/Sustainment. Depending on how the entity calling for the project's capability and capacity it may look more like internal plan, request for quote, award, plan, design in phases, request for quote, award, build in phases, commissioning by a 3rd party on entity's behalf, and owning entity sustain/maintain the completed project which will be unfunded by a infrastructure bill.
I say all this because if you have any kind of construction legislation, it's going to be years before you see anything happen. Any paving project is a 40 year life cycle asset.

Jobs, but numbers would depend on how large the package is. Negative side of that would be additional debt.
