when am I eligible for promotion back to SPC after an article 15?

I received a field grade article 15 on April 30th 2020 punishment was reduction in rank to PFC, 45 days extra duty and suspension of 1/2 months pay for 60 days. I have 54 months TIS and 9 Months TIG I am at a different unit now than the one I got a field grade in when do I become eligible or automatically promoted back to SPC. Also the two buddies of mine who got field grades with me got their rank back a few months ago.

When you have met the TIG requirement for SPC. Since you were reduced you are not eligible for a waiver for TIG

I've read AR600-8-19 and I believe I've already passed the TIG requirement is there any barring to that?

PFC (Join to see) no, you should be good as long as you were not flagged the month you were eligible to promote.
The issue that you are most likely running into is that this time around you are not automatically promoted, so your command is not tracking that you need to be promoted. Your commander needs to submit at 4187 advancing you to E4 effective the date you made time in grade. Even if it takes several months to fix, you will get back pay

If there's a flag on you, then that could be the holdup as well. That would be something, however, you need to go through your chain of command to ask about. However, don't mention that your buddies who got the Article 15 with you already got their rank back. Focus on your situation and don't try to bring up someone else's.
