When can you receive a promotion after a Summarized Article 15 ( Lower Enlisted ) ?

A battle of mine received a summarized article 15 on July 16th, 2018 and was suppose to receive his automatic promotion to Specialist on July 25th, 2018. His flag was lifted on July 30th, 2018. Since August of 2018 to November 2018 our chain of command has sent up paperwork to battalion to promote that individual with a 4187 and lower enlisted promotion list. His SRB/ERB has since not shown any promotion to Specialist nor has any other documents. Our 1SG has no idea what is going on with it either and why he has not been promoted. Do you know how long you have to wait after a Summarized Article 15 to get promoted to the next lower enlisted rank or why he has not been promoted yet?

Unless things have drastically changed, promotions to E-2 through E-4 are Decentralized. There is no quota or promotion list. The servicemember's unit or company commander is the promotion authority.
Typically a CO will promote to each grade up to E-4 as servicemembers meet the basic requirements for TIS and TIG if there are no flags. If a SM has received an ART 15 it is possible that CO will not sign off on the next promotion until the SM's first line NCO and/or 1SG have determined that the SM has shaped up and is deserving of new responsibility. It is less likely that there is screw up higher, if the flag was properly removed.

As long as the flag has been lifted and the commander endorsed the document (117 and then the 4187) the promotion should go through.

There are no automatic promotions. A commander has to circle yes or no on the unit's AAA-117.

SGM the commander since August has been circling yes to promote. That’s why we are all confused

They used to wait 90 days after promotion points were met for E5 and though I never really thought about it. Probably the same period for lower ranked enlisted. Retired 1993 so detailed of everyday garrison regulations those days are forgotten, if I knew them at all.

SSG other profile was deleted and made a new one to get other NCO’s or Officers opinions on the subject

There is no 'automatic promotion'. Each month the commander gets a list and circles yes or no next to the Soldiers name. Maybe that's what's going on?

The commander each month Sgt has been putting yes since August for him to get promoted but there has not been any change. That’s the part the doesn’t make sense to me.
