When I was on active duty, PMT was given greater weight than academic or professional certifications. Has that changed?

it has in the air force, though we've taken steps these past couple of years to correct that. our new rating system is supposed to weight military achievements and contributions the heaviest, though a few career fields are hanging on to the old system (including my own). i was told this rating period that I had too many work-related bullets on my EES (formerly the EPR). however, academic certifications are still considered military related since we theoretically apply them to our skill sets used in the service, which honestly does make a little sense if you ask me.
