When is it appropriate to deny all unit passes for the sake of a duty roster?

I've read every regulation I can find on leave/pass, but I have yet to find anything that specifies whether or not it is acceptable to deny all passes during a block leave holiday period for the sake of generating a "fair" duty roster.
Commanders are to encourage Soldiers to use accrued leave, but what if a Soldier wants to take a mileage pass over non-duty days over a holiday weekend?

All good points.1. The unit must be manned at all times if folks are present. 2. Passes are a privilege and requests can be denied by the chain of command. 3. If the troop declined block leave then, their 4th POC belongs to the 1SG as needed. 4. I suggest they wait till the roster is posted and then try again for a pass.

30 years in the service answer... if you don't want to be on duty over the holiday take block leave as available. If you want to gamble on getting stuck then stick around the company area.
Also passes are not guaranteed, the fact that they require approval means they are subject to disapproval.
Hence the encouragement of commanders to grant accrued leave.
