I know in the Navy when your right hand is full, at least among the brown shoes.

I wasn't aware of this one in the Navy. There's also a circumstance in the Army (and I think all services)

The only person in the Army that is required to salute with the left hand is the drum major in the OLD Guard Drum and Fife group, he carries a spear in his right hand to give silent commands to the group.....

"Shooting from the hip" (which I HATE to do) I'd say when the right hand/arm is missing or immobilized (in a cast, sling, splint).

USCG used to allow it IF you were carrying something under your right arm, that it would be problematic to shift the load to the left to render the proper courtesy - example: A stack of books/manuals. If it was something small and unencumbering, you were expected to shift the item(s) to the left hand, render the salute, and then you could return the item(s) to the right if you desired.

What about if you are using a cane and it needs to be in your right hand while walking. Do you then salute with the left?
