When Is it mandatory to wear OCP uniform?? Is it 2019 October FISCAL year? ( Which would be now) Or the actual date?(next year)?

The start of FY20 (1 OCT 2019) is the cutoff date. Reference AR/DA PAM 670-1 on this.
