When is the CAPM certification beneficial for the IT Specialist?

Skip the CAPM. I've had the PMP since 2004 and never have trouble getting a job.

Project management is a skill set that's agnostic. I've managed projects in multiple industries, IT development being one of them.

Go look for the number of jobs that require a CAPM, then the number that require a PMP. You'd get more mileage out of "studying for PMP" than you will from listing a CAPM.

My BLUF:
CAPM = Waste
PMP = OK
Scrum / Agile = Overkill in many (most) cases.
Narrative: I also don't think the CAPM is worthwhile. The PMP is good to have in that PMs at larger companies (and in gov't) are often expected to have them. I think scrum / agile principles have a lot of value, but the people I've seen with those certifications also don't get high value project assignments (I suspect there's a correlation). More often than not, I see them in our PMO.

I should have mentioned that I was responding in general terms, not as applied to IT Specialists, but I don't expect there's much difference in circumstances. The response was based upon PM experience in management consulting and telecom.
