When looking on ACT is the numbers next to each duty station represent available slots or does it mean something else?

I know on the page it says the numbers don't represent vacancies/open slots but I'm still confused on exactly what the numbers mean. Can someone explain this to me in a different way? Be respectful in your response please.

I can explain it to you like this - ACT is BS. The information is outdated and inaccurate. It doesn't represent current openings and requisitions, those are only in EDAS, which you don't have access to view.
You're a SPC, if there is a location you want to go to, you request that spot through retention and reenlist to go there. Your Branch Manager isn't going to place an initial term Soldier on assignment unless it's for Korea

What about checking on FMSWEB? I've been told by one of the retention NCOs before he PCS that it's the same system the branch MGR and career counselor looks at.

SGT (Join to see) FMSWEB shows the MTOE, not whether or not the positions are filled. Career Counselors and Branch managers use a system called EDAS. EDAS is the system that shows the strengths and it is the system used to place you on assignment

If you are on the duty position search tab, don't believe anything you see on there as its normally never accurate. The only way to find out what is available is for HRC to tell you what available for your grade.
