I am going to a reclass school that is in two phases. The first is a little over 2 months and the second is 8 months. The second phase is a PCS move. I am NG that is currently on ADOS and authorized BAH. My orders end before I go. Will I receive full BAH for both phases of reclass? And will it be based on my HOR or the school location?

The second phase is a PCS because of the number of days you will be there. Your BAH is based on your duty location and will change to the new PCS assignment.

I guess I will have to do some serious budgeting for those 8 months. My current BAH is double the BAH rate of that second phase PCS assignment.

You should be able to get a waiver from your command. Especially if you own a home. I had a soldier who owned his home in San Diego and went to school at Fort Gordon. The difference in BAH was astronomical. He requested a waiver thru his training/operations shop and he was good to go. I would request the waiver prior to departing for 1st phase.

Determining what level of BAH you receive, Type I or Type II, is solely dependent on the length of orders - assuming that you meet the requirements for BAH, that is.
Type II is for Reserve Component orders under 30 days in duration. If it is 29 days or less, you will get this. It is substantially less than Type I, or full BAH. Since your orders for the first phase is 2 months, you will receive Type I based upon your HOR.
The second phase is trickier. Since it is a PCS move, you would be in a transient status (this is a little wonky, but I think I understand your situation correctly) and thus would receive Type II, or BAH RC/T. The locality does not matter, since BAH RC/T is a flat rate and unadjusted for location. In the event I have it wrong and you get Type I, it would be for your duty location since the orders indicate it as a PCS move.
