Looking specifically for a regulation or policy to quote if a Soldier leaves AD, and his/her NG unit receives a NOS to deploy.

Yes, it varies state to state. It's written into their contract. The Soldier should have arrived to the unit with a copy of the contract and a second copy is mailed to the unit as well. There's a section called ADDITUONAL STATEMENTS that addresses the dwell time. Currently most states are offering two years of dwell time. The Soldier can waive the stabilization if they choose and the stability does not apply to call ups from the governor for states of emergency. You won't find it written in a reg because it's dictated by internal TACC messages, but it's there in writing on their contract

I think it's funny that this is at least the second time where we have said the same thing but started our posts with a different answer (yes vs no).

No, the only Dwell coming off active duty is a contract option for enlisted unless the active duty service member. Dwell policy is 1 to 1 for active duty and 4 to 1 for reserve mobilization. I learned this the hard way when I left active duty for the RC and was involuntarily mobilized a year later.

AR 614-30 Overseas Service 22DEC2016
Para 3-8 d.
d. Individual dwell time. Soldiers will accrue dwell time for combat and/or operational deployments and for serving a PCS dependent restricted tour.
(1) After 30 days on deployment, the dwell accrual rate will be 1 month deployed to 1 month dwell (1:1) for AC. The Reserve Component (RC) ratio for dwell for mobilization is 1:4.
(2) Soldiers serving PCS on a dependent restricted tour for 12 months will accrue 6 months dwell time. Soldiers on a dependent restricted tour who are voluntarily or involuntarily extended are not entitled to greater than 6 months dwell time.
(3) Soldiers may elect to waive individual dwell time to deploy, by applying in writing, through their chain of command to the first general officer. Involuntary waivers of dwell require Secretary of Defense approval.

My guess would be no, but then again it's a guess.
