Every School Certifying Official (SCO) has to follow the guidance in VA's School Certifying Official Handbook when certifying students' enrollment information to VA for payment. However, laws and policies change, but VA does not update their guidance regularly. Two recent changes are the Rounding Out policy and how to report student's enrollment changes. Unfortunately, the SCO Handbook has not been updated since Oct, 2021. How are students and SCOs supposed to know how VA education benefits are processed when we don't receive timely VA guidance?

I have three versions going back 4 years, not sure what is not updated. They also have the information online with updates. It is not pheasible to print a document more frequently.

It is the VA reps responsibility to stay updated on the latest requirments and authorizations each one is assigned to a safe rep supervisor who sends updates as they are released. I am pretty sure these updates go to all in the program.

Research is the key.

October 2021 is not that long ago. There can't be that much to update in 5 months.

Unfortunately, there have been significant changes since October. In November VA provided schools updated (and conflicting) guidance on last year's changes due to Isakson & Roe Section/Section 1010. In December the "Remote Act" was signed into law which modified the provision for Rounding Out. VA's current advice to School Certifying Officials on this law: More information to come! Without accurate and current VA guidance it is not possible to ensure students are certified and paid correctly.
