Read the Dec statement and it has all the information on it, it is literally a counseling statement about its consequences and your options.
Go to Army Pubs. Pull up DA Form 4779-R and read it. There is nothing more to it than that.
You may be placed on assignment still and have to go.
You may join the Reserves.
You will lose you're promotable status
You will not lose your VA benefits

All you are doing with signing a Declination Statement is that you are barring yourself from continued service, guaranteeing you will not be able to reenlist. No, you will not lose any benefits. I know this because I did a Dec Statement back in 2003 when I came down on orders to FT Riley. I ETSd with full benefits and an RE-1 Code.
