There is no more blue to green program. You have to ETS/EAS from your service component and enlist into the Army. You can work with an Army recruiter while you are on transition leave

You need to contact an Army recruiter and inquire about it. These things change often and they have the latest and greatest. Just be advised of one thing: priority #1 is to keep you with the same MOS (Army’s equivalent). Although, there are always exceptions.

Where can I find information on the Blue-Green program?

When I left active duty army in 2016 there was a very limited number of MOSs that the airforce was recruiting from the army. That is because the green to blue programs are typically for occupations that exist on both sides.
Infantry is not an airforce roll, so green to blue may not be a possibility.
Best advice is talk to an AF recruiter.
I would imagine he will have to go through normal recruitment procedures though and change his job.
