What would you like to know? I was on faculty there for 5 years, and I know most of the current faculty.
It is only for Army, Navy and AF officers, as well as DA civilians and VA civilians. They have discussed opening it up to NCOs, but that hasn't happened yet.
It was a 3-to-1 payback, but your clock started at the end of the classroom phase (basically, two years beyond graduation). Things may have changed, but that was the case when I retired in 2011.

I checked out the website. But I'd still like to know:
1. Is this program for (Army) officers only?
2. How many years do I have to pay back to the Army after graduate?

Have you tried looking it up on military.com or maybe google? I also know the Career Counselors are able to give some information on this topic.
