Where can I find out-processing requirements in doctrine?

I'm aware of many people who, due to extenuating circumstances of course, just left a duty station with orders and an approved pcs DA 31. I have been in 8 different Battalions across almost 13 years with 7 PCS moves, I've always done what was asked of me but lately I've become aware of people that do not.
