Where can I find something in the AR about uniformity? Can anyone shed light on this? Does an AR say that a CO/SgM can dictate uniform?

2-6 b. Senior Commanders may prescribe the uniform for wear in formations. When not prescribed by the senior
commander, unit commanders will prescribe the uniform for wear in formation. Commanders will not establish
seasonal wear dates for uniforms.
2-6 d. The commander in charge of units on maneuver may prescribe the uniform for wear within the maneuver area.
I know they do not say uniformity but I take it as when you set a prescribe uniform that is the standard to follow and in turn everyone would dress alike.

AR 670-1 and DA PAM 670-1 sir. Everything else is up to the discretion of the commander.

CPT (Join to see) Control-F discretion and you'll find plenty. What is the actual question you are trying to answer. DA PAM 670-1 is full of when authorized by the commander. There is no policy on uniformity but if you CSM wants it a certain way a Captain is not going to change that. Clearly you are looking to research a single question, what is it you are looking for?
