Where can I get a memorandum that will allow a soldier to draw CIF here in Korea, even though he already has CIF in the states?

I have a soldier here in Korea that has an issue with CIF he has cif issued but transportation did not send his stuff here. instead they sent it to his home of record. I was wondering if any of you all knew of a memorandum that will allow him to draw CIF here even though he already has CIF in the states. any help would be appreciated?
