Where does it say that MEB status prevents someone from being on ADOS or AGR orders(National Guard)?

I've been trying to find proof of where it states it but each regulation I've looked at didn't state it. I've looked at 40-501 and 40-400 both talk about MEB but don't mention it at least from what I see it's not there. Maybe someone knows exactly where it's stated or if this is a policy and not army reg maybe someone can lead me in the right direction to find that policy.
Also I know this doesn't apply to active duty component so people who would mostly likely know would be national guard.

I can't provide you with anything in black and white, but I have heard the Guard doesn't want anyone undergoing MEB on any orders/IDT outside of their regular training periods to prevent further injury. I'd also venture to guess they don't want to fill an AGR slot or cut orders for someone that might get medically discharged before the end date.
You could try and get a temporary military technician slot. With Oct here there will be money to spend.
